to repair a database user must be having admin roles.

you can run DBCC CHECKDB('dbname')

for check/repairing the database

I am not sure whether you can repair database with C# ,you would have to use management studio for the same.If your db is corrupt restore from latest valid backup that is best way to recovery .If you dont have backup you can try repair option but with repair allow data loss some data loss is possible and repir_rebuild drops constraints
