Easy to reproduce for me.  This works in East and fails in North Central (which unfortunately I didn't realize until I tried East after trying NC many times)

Create New Site, name it anything, use quick create and then after it is created click link for enable source control and pick local git repository.  Portal starts to work and then reports cannot find/connect to repository (500 error about urlrewrite).  Also then the site and the scm version of the site both fail with 500's and are inaccessible.

Also tried creating site with custom and enabling source control from local git repository all in the wizard.  Same error results as above.  Site is created but error about repository and the same behavior as above.

Do either of those in East and it works perfectly like it is supposed to.

Is there a way this can be fixed for North Central as that is my preferred location for websites.

I just created a site is North Central US and it seemed to work just great (http://suwatchet02.azurewebsites.net/).  Setup LocalGit also worked smoothly.   Are you free websites mode?   How many sites you have in North Central US?  In website dashboard, does it indicate any issue with site?

I am so glad it worked for you and is now working for me!

It really didn't work (really I swear :) the like 5 times I tried before I gave up and went over to another region yesterday.  It also didn't work intermittently the night before either.

I just did it now in North Central and it worked with no issue so moving forward on setting up the site in NC.

I just consulted with Azure Servicing team and they confirmed there was an outage in North Central US yesterday for a few hours.  It was resolved a few hours later.  Sorry for the inconvenience.
