I have a workplace Office365 account that I signed up for Azure to host a Teams bot that I created. I'm wanting to publish it to the Teams Store, but in order to do that I need a Dev Center account. When I try to set up the Dev Center account it gives me an error message: "You are signed in as [account] which is not associated with a Dev Center account. If you believe this is an error, try deleting your browser cookies and then do one of the following".

So I can't set it up as a Dev Center account.

So, can I link my personal Microsoft account to this account? Or do the accounts (the one with the Azure account that created the bot, and the publishing account) need to be the same?

Why is this difficult Microsoft?

Yes. You could sign in Dev Center with your Microsoft account. And you could then associate it with your existing Azure Ad account in account setting page.
