Push Notifications - Toast TTL and Device Offline

I read in the documentation that if a device is offline the toast notification will be discared by WNS.  I turned off wifi and mobile data on a device. After a while I sent a few notifications and WNS returned DEVICECONNECTIONSTATUS as 'tempdisconnected'. Fine. Then I turned on my wifi and the toast notifications were delivered?

Is it the case that toast notifications are in fact queued if a device is unreachable? How many are Queued?

Does the X-WNS-TTL header control how long the toast notification is queued in this scenario? What is the 'normal notification replacement regime'?
