Here is the detailed error message":
Customer was sent the documentation on http://stackoverflow.com/questions/8925189/appfabric-cache-errorcodeerrca0016substatuses0001 and https://blogs.msdn.microsoft.com/akshar/2011/05/01/azure-appfabric-caching-errorcodeerrca0017substatuses0006-what-to-do/ however these did not help the customer.
The customer also added: “This has been happening since 01-Jun-2016. Any timeline for getting it resolved?”.

Updating for the record:
Our team is aware of a recent Azure Cache issue which occurs after windows update. There is a temporary workaround available on https://gist.github.com/JonCole/5dd6b120ec0eead9e71eb2eccbdaee89
