There's a set of Windows Phone 8 features for which there is no Windows Phone Store app equivalent, and one can find a Ringtone provider feature among those. However, there's a workaround I found during Developer Preview to save a ringtone that was confirmed as an officially supported scenario.
To save a ringtone you can simply use a FileSavePicker, but a user will have to manually select "Ringtones" folder on the very first page of the picker.
I'm going to investigate whether it's possible to directly access Ringtones folder by its full path.
