I just noticed I can no longer access the normal control properties for a people picker field in InfoPath 2013. This was working recently as I've been designing this form over the last few months. The functionality is still working in the published form (meaning, my people pickers are still only pulling in names from the correct SharePoint Groups) but I can't seem to be able to update these values at all. I would add an image but my account has not been verified yet so I'll have to wait. The options I have in the control properties for the people picker fields are Data, size, and advanced.

Is there a control panel called "PROPERTIES" in the ribbon when you click the people picker? If yes, check if you can open "Control Properties" in this section.
You can also check below things for narrowing down your issue:
1. Close InfoPath 2013, refresh your SharePoint list, then re-open the InfoPath form, check if issue solved.
2. Create a new people picker in InfoPath and check if you can edit it.

First, thanks for your response. The control properties that you are mentioning are what I'm having difficult with. It is missing the SharePoint Server and General Tab. I wish I could post a picture but my account has not been verified yet. This is the same behavior for any people picker control I try to use, even new ones. Something else that may or may not be relevant is the people picker display in the design view of the form just shows a black x instead of the check names and browse buttons. In a published view of the form, the check names and browse buttons do appear and work as expected.
