When trying to get to the push notification section for web apps or functions, I'm just seeing the sad cloud. It's been like this for probably around a month now. I'm having various issues with push notifications and it's hard to diagnose without being able to get to this page. Tried disconnecting/reconnecting with no luck (I get the proper screen when it's not connected).

Are you trying to navigate through the webapp setting's blade?

Yes, either through the app service one (i.e. left hand menu for web app, then push in the settings section), or via the function app / platform features / push notifications (sorry I can't post images or I would!).

I tried reproducing the issue on my subscription but it loaded successfully.
Could you please collect the below mentioned traces and share with me:
1. Collect F12/Network trace: Open the Developer tools of the browse and start collecting the Network trace. Reproduce the issue. Save the trace ans share it with me.
2. Press Ctrl+Alt+A while on the push blade. A notepad would open. Save it and share with me.
Please share the files through a drive from where I can download or else let me know I will share an email to which you can send the files.

Can you please remove following app settings and connection string from their Function App and then try to access the Push blade and reconnect to the Notification Hub.
