My SP 2013 Enterprise farm was not a upgrade from 2010 but a new install, when users try to follow any site they get the Socialistnotfound: the social list does not exist in your personal site.
In other posts I have seen this error revolving around upgrading from 2010. This is not the case for me. Anyone have any ideas of where to start to look?

Form the error message, it seems that the social list is missing in my site of the user who can't following a site.
Navigate to the my site of the user, check whether the "Social" list is missing.
If that is the case, delete the my site of the user who have the issue and let him recreate it by visiting the my site host.

By "social list is missing" do you mean some sort of link on the top or left bar navigation that should say Social?

If the social list is missing, delete the my site of the user who have the issue and let him recreate it by visiting the my site host.

That didn't work but I am just going to give up delete the Mysites web app and start over

You can simply remove the user personal site and create it again using the script below using the farm account
$site = new-object Microsoft.SharePoint.SPSite("https://mysites.contoso.com/"); $ServiceContext = [Microsoft.SharePoint.SPServiceContext]::GetContext($site); $ProfileManager = new-object Microsoft.Office.Server.UserProfiles.UserProfileManager($ServiceContext); $profile = $ProfileManager.GetUserProfile("Contoso\administrator"); Remove-SPSite $profile.PersonalSite -Confirm:$false $profile.CreatePersonalSite()Then try to follow content again :)

I deleted the entire MySite web application and rebuilt it again. This wasn't limited to one user

Not sure I would call deleting the Mysite web app and recreating it from scratch a solution but after 10 hours of work with MS support that is the only way we could get it to run. So no can't mark it as answered
