You can add a locale in the Resource Definition > View definition > Resources entry with the VM Role Authoring tool.

Have a look at the "VM Role Authoring Tool How To Videos" here http://www.youtube.com/playlist?list=PLjbVGPEELuaSuM-0eh9GO05zDFUudydJ1

You can set the Default Language in the ViewDefinition page in the authoring tool.

When a Tenants changes the language in the Tenant Site the VM Role localization will change accordingly.

I'm not sure what you exactly mean. Just to verify, did you edit the localized parameter values for the language added in the view definition?

Hi Rainer.

There is no resolution fundamental.

I tried the following commands.
Set-WinSystemLocale
Set-Culture
Set-WinUserLanguageList
Set-WinHomeLocation
However, there are affects the only current user.
Should Repeat the same operation for each users.

If Language parameter in the unattend.xml, you can set the default language for all.
But, There is no language parameter in the Gallery Resource.
