I have sql 2000 with more data (more than 100 GB). Now my users are facing delay (application slow ) when they are opening the application.
Can any one help me the steps for increasing its speed.
Please tell me.
whether I need to change my existing server ?
or any other tips to increase performance.
Log file is increasing . So we are making shrink every month once in a month.
Please help me ... we are worrying about it.

The only general advice is that you should evaluate SQL Server 2012 as SQL Server 2000 is no longer supported at all. Anything else depends on the application, the data model and the hardware.

You should hire someone who knows SQL Server. From the sound of it, you only need to get the basics right, and you are good to go.
Sure, you could move to a new (faster) server and install the latest version of SQL Server. But the things you are mentioned don't have anything to do with the hardware or version. So all that would do is buy you some time until the same problems occur again.

I would suggest below steps:
- Run the profiler on the server to identify log running SQL statements.
- List out the tables which are in the SQL statements.
- Find out Indexes,Statistics and fragmentation levels in the tables
- fix the maintenance if you see any differences
